LEGAL DEPARTMENT ISSUES A LEGAL OPINION ON THE IMPLEMENTATION OF THE SALARY
STANDARDIZATION RATE ADJUSTMENT STATING THAT THE FUNDS FOR SALARY ADJUSTMENT OF
SBMA SHALL COME FROM ITS ANNUAL BUDGET SUBJECT TO DBM’S
APPROVAL ON THE BASIS OF EXISTING EO AND DBM CIRCULARS AND “WITH THE
DBM’S APPROVAL OF SBMA CORPORATE OPERATING BUDGET FOR CY 2015. WHICH INCLUDES
THEREIN SBMA’S SALARY ADJUSTMENT, THE LATTER CAN IMMEDIATELY IMPLEMENT THE
SAME”.

WRITES AN OPINION STATING THAT SBMA MAY NOT EFFECT AN ADJUSTMENT IN ITS
EXISTING SALARY RATES WITHOUT FIRST SECURING THE APPROVAL OF THE PRESIDENT OR UNTIL THE INDEX OF OCCUPATIONAL SERVICES
POSITION TITLES AND SALARY GRADES OF THE COMPENSATION & POSITION
CLASSIFICATION SYSTEM UNDER RA 10149 IS APPROVED BY THE PRESIDENT, DESPITE THE FACT THAT SBMA IS EXCLUDED FROM THE

OF SSL > Since SBMA has no own Salary Scheme and SSL is the DEFAULT PAY SCALE OR MINIMUM WAGE APPLICABLE
FOR ALL GOVERNMENT.

RECEIVED THE COPY OF Endorsement letter of Sen.
Grace Poe to PRES. BENIGNO S. AQUINO III, ENDORSING SEA’s clamor for
implementation of SSL.

Chairman Garcia Called SEA President Mr. Ted Penaflor saying that he have an
scheduled meeting with Pres. Pnoy on February 18, 2015 (1:00PM).

20 FEBRUARY 2015-A
Memorandum from the executive secretary approving the 10% increase (a long
overdue salary increase request last JULY 7,
2011) instead of the SSL was approved.
·
12 MARCH 2015-SBMA
Employee Association (SEA) wrote a letter to Hon. Florencio B. Abad requesting
to approve the submitted SBMA Corporate Operating Budget (COB) for CY2015 in
which one of the items in said budget that SBMA asks to be approved is the
Personnel Services (PS) where the implementation of the Salary Standardization
Law SSLIII Tranche 4 AS THE COMPENSATION SCHEME for the SBMA is included.

Chairman Roberto V. Garcia wrote a letter to H.E. BENIGNO SIMEON C. AQUINO III.
Requesting that the SBMA be, at the very minimum be given authority, to
increase salaries to be at par with all other agencies at SSL level
